Diplomacy proceeds when one faction sends a proposal and the other reviews and answers it. Actions that need mutual agreement—such as alliances, truces, aid, and joint operations—do not take effect merely because they were proposed.
Check the purpose of the proposal
The diplomacy screen identifies the other faction and the proposal’s purpose. Some proposals are delivered by an envoy. The recipient considers the proposal’s benefit and burden alongside current relations and military conditions.
Continue with acceptance, rejection, or revised terms
When the recipient accepts, the relationship or commitment is recorded in server state. A rejected proposal does not take effect. Some negotiations can continue with revised terms in a counterproposal.
Relations influence later actions
Alliances and truces affect whether factions are hostile. Automatic engagements occur for war or explicitly hostile relations; allied, truce-bound, and neutral forces do not automatically fight one another.
Trust and commitment history persist beyond a single screen and inform later diplomatic decisions.
